This is a cover of the song written and performed by the band Pere Ubu from Cleveland, Ohio (formed 1975). It was their second single - and also appears on the album Terminal Tower: An Archival Collection, Nonlp Singles and B sides.
This does not sound like their version. Check them out - they were a great band (and still continue with David Thomas as the only original member).
